A First Claim
An Intent to File protects your date while you build the record. How a first claim works.
The closest VA clinic to Eau Claire sits in Chippewa Falls and belongs to the Minneapolis VA system. We help Chippewa Valley veterans figure out where their claim stands and what it still needs, by phone or video.

Three VA locations matter most to Eau Claire veterans, and they don’t all belong to the same health care system.
The split matters for small, practical reasons. If your care is at the Chippewa Falls clinic and you have a question about a referral or your records, the Minneapolis system is where to start.
A compensation exam is separate from your regular appointments. The VA may book it at a VA facility or hand it to a contract examiner, and the letter or call you get names the location. Don’t assume it will be in Chippewa Falls. If the trip won’t work, ask to reschedule before the date instead of letting it pass, since a missed exam can mean a decision made on the existing record.
Counseling is closer than the clinic. The La Crosse Vet Center keeps a satellite at the Eau Claire County Veteran Service Office, 721 Oxford Avenue, with free, confidential counseling in a non-medical setting. Satellites offer select services, so hours come from the main Vet Center in Onalaska, about 65 miles away as the crow flies. Two more satellites are within reach of the valley: the Dunn County Government Center in Menomonie and Stoddard Park in Osseo.
Eau Claire also has a VA Veteran Readiness and Employment office of its own, on West Clairemont Avenue; VA also lists offices in Green Bay and Madison and at the Milwaukee regional office. VR&E is the VA program for training and job support when a service-connected disability gets in the way of work, so it’s worth asking about once you hold a rating.
Eau Claire County Veteran Services helps residents file VA claims at no charge. One wrinkle: a small slice of the city of Eau Claire lies in Chippewa County, and so do Chippewa Falls, Lake Hallie and Bloomer. Those residents have Chippewa County’s veterans service officer, since WDVA says every Wisconsin county has one.
Farther north, the Lac Courte Oreilles Band of Lake Superior Chippewa has a tribal veterans service office in Hayward, one of 11 tribal offices WDVA lists statewide.
Beyond the counties, WDVA’s accredited Federal Claims Assistance section in Milwaukee handles claims questions, and accredited representatives from the American Legion, VFW, DAV and other groups work on claims without charging for it.
We’re one more free first step. In a review by phone or video we look at your service, your conditions and what’s already in your file, then tell you straight whether filing through your county officer or a VSO makes more sense.
The 1st Battalion, 128th Infantry Regiment held its March 2023 change of command in Eau Claire. If you served with that battalion or any other Guard or Reserve unit, much of your time was likely part-time, and part-time service leaves a thinner paper trail. That’s usually where these claims get stuck.
The VA needs to see you were in a qualifying duty status when the injury or illness began. Before filing, pull together:
If any of your service took you to Iraq, Afghanistan or elsewhere in Southwest Asia, read the PACT Act guide as well. Burn pit and airborne hazard exposure there is now presumed for a list of conditions.

If a back or knee is worse than the percentage says, current treatment notes from Chippewa Falls or a private doctor make the case. Increase claims.
The reason in your letter points to the right review lane, and the clock starts on the decision date. Options after a denial.
Agent Orange, Gulf War and post-9/11 burn pit exposure, with more presumptive conditions since 2022. Check eligibility.
Pay at the 100% rate when service-connected conditions keep you from steady employment. The TDIU rules.

The Census Bureau estimates about 9,200 veterans across Eau Claire and Chippewa counties, roughly 3,100 of them in the city. We help them by phone and video wherever they live.
VA.gov doesn’t list one. The nearest is the Chippewa Valley VA Clinic in Chippewa Falls, about 9 miles as the crow flies. Eau Claire does have a Vet Center satellite at the county veteran service office on Oxford Avenue, plus a VA Veteran Readiness and Employment office.
That is simply how VA organizes it. VA.gov lists the Chippewa Valley VA Clinic under VA Minneapolis health care, along with Wisconsin clinics in Hayward, Rice Lake and Superior. The Tomah VA Medical Center is a separate system.
Chippewa County’s veterans service officer. Eau Claire County Veteran Services covers Eau Claire County residents, Altoona included. WDVA’s Find My CVSO/TVSO page links to a directory with both.
Orders and line of duty paperwork, because they prove you were on duty when the problem began. Add drill-period medical notes and a points statement if you can get them.
